Permits on public land
- Non-licensed OHVs need a free DLNR riding permit and waiver and are limited to roads R-1 and R-10. Street-licensed dirt bikes and 4x4s may use any open established forest road without a permit. Licensed hunters who are actually hunting are exempt.
- Non-licensed OHVs (ATVs, dirt bikes, side-by-sides) need a free DLNR riding permit and signed waiver, carried at all times. Hunters with a valid license who are actually hunting are exempt.

Mauna Kea ATV & Dirt Bike Riding Area (Roads R-1 and R-10)

Designated OHV riding on two forest roads in the Mauna Kea Forest Reserve and Kaʻohe Game Management Area: the roughly 32-mile Mauna Kea Access Road / Puʻu Lāʻau Road (R-1) and the 6-mile Skyline Road (R-10). It is high-elevation, remote riding shared with hunters, with altitude a real factor on Skyline Road.
Upper Waiākea ATV/Dirt Bike Park

State-run ATV and dirt bike park on the slopes of Mauna Loa about 12 miles southwest of Hilo, along Stainback Highway. Managed by DLNR's Nā Ala Hele program, it has roughly 37 miles of designated two-way trails through the Waiākea Timber Management Area, shared with hunters, hikers and mountain bikers.
