Permits on public land

  • Oregon ATV (OHV) permit required on Class I–IV OHVs (sold by Oregon Parks & Recreation).
  • Current Oregon ATV permit required for all OHVs (dual-sport bikes need ATV stickers for OHV-only trail segments). Valid driver's license or OHV operating permit, or ride with someone over 18 who has one.
  • Trails designed for Class I (quads) and Class III (motorcycles); Class IV side-by-sides legal only where under 50 in. wide. See Oregon ATV rules.

Winom-Frazier OHV Complex & Desolation OHV Trail System

Two designated OHV trail systems in Oregon's Blue Mountains, on the North Fork John Day Ranger District (Umatilla NF) and La Grande Ranger District (Wallowa-Whitman NF), with more than 130 miles of signed trail combined. Trails are built for quads and motorcycles and range from easy to very difficult, climbing past 7,000 ft on Desolation Mountain.
